The memorial is the responsibility of ‘the local authority ‘, though what is mean by ‘ local authority ‘ has been difficult at times to interpret.
An annual clean in time for Remembrance Sunday had until relatively recent years been carried out by various villagers, whilst the search for ‘the local authority’ continued.
The British Legion has no responsibility for upkeep of these memorials.
Paul Parish Council?, Penzance Town Council? Penwith District Council?,
Cornwall County Council?
Some organisation had to be responsible to ensure upkeep, repair and safety.
It was not until 2007 that Penzance Town Council agreed to undertake the annual cleaning and then began to provide growbag flower displays to enhance the monument.
